Borrowing Bylaw 980/2022 – Twin Ice Arena Borrowing
The Council of the Town of Devon has decided to issue a bylaw pursuant to Section 258 of the Municipal Government Act to authorize the financing costs associated with construction of a Twin Ice Arena. Town of Devon Council has provided first reading to Borrowing Bylaw 980/2022 on October 11th, 2022.
The Town of Devon has made plans, specifications and estimates for the project and confirms the total estimated cost of the said project to be $18,547,000.
In order to construct the twin ice arena (by adding a second sheet of ice to the Dale Fisher Arena), it will be necessary for the Municipality to borrow the sum of up to $2,858,000 (the "indebtedness") for a period not to exceed thirty (30) years from the Government of Alberta (formerly the Alberta Capital Finance Authority) or another authorized institution. The following funds are estimated to be applied to the construction:

Filing a petition: As per the requirements under the Municipal Government Act, electors who wish to file a petition in respect to this bylaw must file such petition to the Chief Administrative Officer within 15 days after October 28, 2022. Rules for preparation of a valid petition on this matter are outlined in Sections 219 – 226 & 231 of the Municipal Government Act. A copy of these rules plus a copy of the noted bylaw is available upon request at the Town of Devon Office, 1 Columbia Avenue West during the hours of 8:30 a.m. to 4:30 p.m. Monday to Friday (excepting Nov. 11) or by email at information@devon.ca.
