Public Hearings

Public hearings are an opportunity for people who are affected by projects or proposals to address Town Council. Public hearings are required by the Municipal Government Act as part of the adoption or amendment process for statutory plans and the Land Use Bylaw.

The public and other stakeholders can participate in the public hearing process by speaking in person during the public hearing, or by providing written comments on the subject matter.

For written correspondence to be included in the Council Meeting Agenda, it must be submitted to the Town of Devon's Planning & Development Officer by 4:30 p.m. on the Tuesday before the public hearing. Any correspondence received after the public hearing cannot be considered by Council, so it is important that concerned parties participate during the public hearing.

Public Hearing Notices

The Town of Devon has received amendment application LUA-02-2025, which proposes to amend Part E, R2 – Residential Low-Density District, Part E, Section 5.5, 5.5.1, Part E, Section 5.28, 5.28.1 (l), and Part A, Section 1.1.2 Meanings, of Land Use Bylaw No. 924/2019 as identified in bold print and as follows:

  1. Part E, Section 5.5, 5.5.1 be amended to state: The maximum allowable number of dwelling units on one site is one, except in the case of a duplex, where two dwelling units in one building are permitted on one lot. A single detached dwelling or semi-detached dwelling unit, located on a fee simple lot, may also include the development of an accessory secondary suite as a discretionary use.
  2. Part E, Section 5.28, 5.28.1(l) which states: A secondary suite is only permitted on every fourth lot with 3 lots between suites; be removed from Land Use Bylaw 924/2019.
  3. Part A, General Regulations, Section 1.1.2 Meanings, be amended to clarify the definition of a Secondary Suite as follows: SECONDARY SUITE – means development consisting of a self-contained dwelling unit located in a structure where the Principal Use is a Single Detached Dwelling or a Semi-Detached Dwelling located on a fee simple lot. This includes conversion of basement space to a dwelling unit or the addition of a new floor space for a Secondary Suite to an existing Single Detached Dwelling. A secondary suite will not be considered within a does not include Duplex Dwelling, Multi-Attached Dwelling, Garage Suite, or Apartment Housing, where the structure was initially designed for two (2) or more Dwelling Units. Note: Secondary suites are allowed only as an Accessory dwelling is to a semi-detached (side by side duplex) or Row House (townhouse) dwelling. Not more than one, either Secondary or Garage Suite is allowed in conjunction with a Single Detached Dwelling.

First Reading of Bylaw 1028/2026 will be brought before Council on April 13, 2026. Comments related to the amendments proposed through Amendment Application LUA-02-2025 can be forwarded to Karen Mercer, Manager of Planning & Development at kmercer@devon.ca, or delivered to the Town Office by at 4:30 pm Monday, March 30, 2026.

A Public Hearing for amendment application LUA-02-2025 is scheduled for:

  • Date: Monday April 27, 2026
  • Time: 6:00 p.m. or shortly thereafter
  • Place: Town of Devon Municipal Office 1Columbia Street West

The notice of a public hearing for the proposed amendment will be advertised in accordance with Section 606 of the Municipal Government Act.

If you make a written submission, the information you provide may be made public, subject to the provisions of the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA).
