Monday, August 17, 2026 1 Community Events This summary provides a brief overview of items discussed at the August 10, 2026 Council meeting. It is not official Council meeting minutes. Top Highlights from the Meeting ✔ Council approved maintaining the previous prime-time ice classification for the Devon Skating Club for the 2026/27 season ✔ Council received the 2026 Community Insights and Library & Downtown Community Feedback reports ✔ Council directed a Councillor to attend the 2026 Communities in Bloom National Symposium & Awards ✔ Council approved opting out of an Intermunicipal Development Plan with the City of Edmonton ✔ Council supported Councillor Ben Gronberg's nomination for Alberta Municipalities Director and Vice-President for Towns West Previous Prime-Time Ice Classification Maintained for Devon Skating Club Following a presentation from the Devon Skating Club, Council approved maintaining the Club's existing weekday ice allocation under the previous 6 p.m. prime-time definition for the 2026/27 season. The Club advised Council that changing the weekday prime-time designation from 6 p.m. to 4 p.m., combined with the approved rental rate increase, would result in an approximately 22% increase in its ice rental costs. Council's decision allows the Club's existing weekday ice allocation to continue under the previous prime-time classification for the upcoming season. Community Insights Report Received Council received the Devon Community Insights Report 2026, highlighting results from the Community Wellbeing & Social Services Priorities Survey conducted from May to July. A total of 635 residents participated, representing approximately 9.5% of Devon's population. Results showed strong overall satisfaction with life in Devon, with 92.4% community satisfaction. Residents identified Devon's small-town atmosphere, parks, trails, recreation opportunities and natural environment among the community's strengths, while affordability, housing, transportation, mental wellbeing and access to information and services were identified as areas of concern. The results will help inform future planning related to community wellbeing, FCSS, recreation, inclusion, resident engagement and community development. Library & Downtown Community Feedback Report Received Council received the Devon Library & Downtown Community Feedback Report 2026, which summarizes resident feedback on the future of the Devon Public Library and Downtown Devon. Key findings included: 71.7% indicated the library's downtown location is important to them. 52.6% selected expansion of the current library location as their preferred future option. 61.3% believed relocating the library would negatively affect downtown vitality. 81.1% reported visiting downtown weekly. Residents identified business diversity, beautification, events, public spaces, walkability and accessibility as priorities for downtown. The report is intended to help inform future Council discussions and does not commit the Town to a specific library expansion, relocation or downtown revitalization project. Alternative Opportunities to be Explored for Voyageur Park Businesses Council received an update regarding Riverlife Style Co. and directed Administration to continue working with Voyageur Park businesses to identify alternative tourism and promotional opportunities. Councillor to Attend Communities in Bloom National Symposium Council directed a Councillor to attend the 2026 Communities in Bloom National Symposium & Awards, taking place October 15–17 in Montréal and Rosemère, Québec. Devon is participating in the national Communities in Bloom program in 2026 following a visit from Communities in Bloom judges in July. 2026 Mid-Year Budget Reports Received Council received the Q2 2026 Operating Budget Variance Report and Council's 2026 Budget Mid-Year Review as information. The Operating Budget report identified several mid-year variances, with many related to timing, supported by reserve funding or offset by corresponding revenues and expenses. Crosswalk Program Update Received Council received an update on the Town's Crosswalk Program following the crosswalk study presented to Council earlier in 2026. The report provided an update on work completed and underway as part of the Town's ongoing review of crosswalk safety and infrastructure. September Council Meetings Moving to Community Centre Council approved temporarily relocating its September Council meetings to the Devon Community Centre – Dan Claypool Room at 20 Haven Avenue. The location change applies to the Regular Council Meetings on September 14 and 28 and the Council Briefing on September 21. Intermunicipal Development Plan Exemption with Edmonton Approved Council confirmed that an Intermunicipal Development Plan (IDP) with the City of Edmonton is not required at this time and directed Administration to enter into an Opt Out Agreement with the City. The exemption removes the requirement for the Town and City to prepare and maintain an IDP with one another at this time. Council Supports Councillor Gronberg's Alberta Municipalities Nomination Council supported Councillor Ben Gronberg's nomination for Alberta Municipalities Director and Vice-President for Towns West. The nomination is for positions representing municipalities through Alberta Municipalities. Share Print
