Strategic Plan

The 2026–2029 Devon Strategic Plan sets a clear direction for the Town of Devon over the next four years.

Adopted by Devon Town Council on May 11, 2026, the Strategic Plan will help guide Council decisions, Administration’s work plans, municipal projects, service delivery and resource planning from 2026 to 2029.

The plan reflects Council’s commitment to intentional, community-centred governance and focuses on the areas that will help support Devon’s long-term sustainability, quality of life and future growth.

Why the Strategic Plan matters

The Strategic Plan is one of the Town’s most important guiding documents. It helps identify where the Town should focus its time, energy and resources while continuing to deliver the day-to-day programs, services and operations residents rely on.

The plan does not attempt to address every municipal challenge at once. Instead, it provides a clear framework for Council and Administration to work toward shared community outcomes over the next four years.

Strategic Priorities

The 2026–2029 Devon Strategic Plan is built around four priority pillars:

  • Long-Term Planning
  • Town Sustainability
  • Infrastructure & Utilities
  • Economic Development & Tourism

Long-Term Planning

Preparing Devon for the future through thoughtful planning for recreation and parks, land use, housing supply and future development needs.

Town Sustainability

Strengthening the Town’s financial resilience, community design, walkability, housing diversity and the long-term sustainability of municipal systems and services.

Infrastructure and Utilities

Planning for current and future infrastructure needs, including aging infrastructure replacement, utility cost recovery, growth-related infrastructure and future municipal facilities and assets.

Economic Development and Tourism

Building on Devon’s natural beauty, local businesses and community strengths through sustainable tourism management, downtown revitalization and growth in the non-residential tax base.

Turning priorities into action

Administration will use the Strategic Plan to help guide departmental work plans, budget discussions, project planning and service delivery.

A tactical plan will also be developed to support implementation of the Strategic Plan. This work will help connect Council’s priorities to specific actions, timelines and accountability measures.

Council will review the Strategic Plan annually to ensure it remains relevant and responsive to Devon’s needs.

Land Acknowledgement

The Town of Devon acknowledges the land we are on, Treaty Six territory and the homeland of the Métis, which encompasses the traditional lands of the Cree (nehiyawak), Blackfoot (niitsitapi), Nakota (isga), Anishinaabe (anishinaabeg), and Métis (michif) Peoples, who are the legal caretakers and protectors of the lands and waters, and who have been here since time immemorial.

We acknowledge that Devon is within the traditional lands and territories of kiskayôs (Bobtail) and maskêkosihk (Enoch Cree) First Nations. We shall continue to uphold our Treaty responsibilities to all Peoples of Treaty Six and continue to work with all Indigenous Peoples towards a better future together.
