Friday, September 25, 2026 0 Community Events Top Highlights from the Meeting ✔ Council approved updated Agenda and Request for Decision templates for future Council agenda items ✔ Council received a partnership proposal from Devon Community Church for a potential church and continuing-care campus ✔ Council discussed potential next steps and future options for the former Esso Building ✔ Council received the Arena Operations Review as information Updated Council Agenda and Request for Decision Templates Approved Council reviewed and approved updated Council Agenda and Request for Decision (RFD) templates and directed Administration to implement them for future Council agenda items. The templates were brought forward following the adoption of the updated Council Procedural Bylaw, which removed the agenda, RFD and related templates from the bylaw itself. Council also discussed the Council Reports section of the agenda. Administration will identify which boards and committees individual Council members serve on and provide links to the respective organizations' websites. Devon Community Church Presents Continuing-Care Campus Proposal Council received a presentation from Devon Community Church regarding a preliminary proposal for a new church and continuing-care campus in Devon. The concept includes a larger facility for Devon Community Church, an approximately 60-unit seniors continuing-care residence, a multi-purpose gymnasium, outdoor spaces and opportunities for community and intergenerational programming. Devon Community Church advised that Shepherd's Care Foundation has expressed preliminary interest in potentially partnering on the seniors-care component, although no formal commitment has been made. Council discussed potential Town-owned land options with Church representatives and Administration, including possible locations for a seniors-care facility. The proposal is still preliminary, with further work required to identify a suitable site and determine whether the concept is feasible. Council Discusses Next Steps for Former Esso Building Council discussed potential next steps for the former Esso Building following community feedback gathered through the 2026 Library & Downtown Community Feedback Survey. Administration presented three options for Council's consideration: market the property for sale, retain the property and pursue a long-term lease, or renovate the facility for a new Town Office. The Town has invested approximately $700,000 in maintenance and capital work on the facility over the past 10 years, excluding utility costs, while a previous feasibility study estimated approximately $7.5 million to renovate the building for a new Town Office. During discussion, Council members expressed varying levels of support for selling or leasing the property, while several members also supported further exploration before a final direction is determined. Discussion included the possibility of an open house, potential future library options, the Devon Community Church proposal and other potential locations for seniors housing. Administration will explore items raised during the discussion as potential next steps for the property. Arena Operations Review Received Council discussed a negotiation matter during the confidential portion of the meeting.
