The Government of Alberta requires municipalities in the Edmonton Metropolitan Region to complete applicable intermunicipal agreements by November 30, 2027.
This page provides information about ICFs and IDPs, why they are important, opportunities for public involvement and updates on work underway between the Town of Devon and neighbouring municipalities.
An Intermunicipal Collaboration Framework (ICF) is an agreement between neighbouring municipalities that outlines how they will work together to provide services that benefit residents across municipal boundaries.
ICFs may address shared services such as:
ICFs establish how services will be delivered and funded, how disagreements will be addressed and how the agreement will be reviewed and updated over time.
By establishing clear expectations, ICFs help municipalities provide services efficiently while supporting long-term cooperation.

An Intermunicipal Development Plan (IDP) is a high-level statutory plan developed jointly by neighbouring municipalities to guide land use, growth and development near their shared boundaries.
IDPs can address matters such as:
An IDP does not approve individual development projects. Instead, it provides policy direction to help neighbouring municipalities make coordinated planning decisions.
IDPs can provide greater certainty for municipalities, landowners, businesses and residents by establishing a shared approach to future development.
Before adopting an IDP, municipalities must provide opportunities for public involvement. Each IDP process will include public engagement and a formal public hearing before the plan is finalized.

Municipal boundaries do not always reflect how communities grow, develop and use services. Roads, infrastructure, businesses, neighbourhoods and municipal services can extend across or affect neighbouring jurisdictions.

Intermunicipal Development Plan
The Municipal Government Act allows neighbouring municipalities to agree that an Intermunicipal Development Plan is not required.
The Town of Devon and City of Edmonton have agreed to opt out of preparing an IDP at this time. The shared municipal boundary is primarily formed by the North Saskatchewan River system, and development along the boundary is considered unlikely.
Either municipality may reconsider this decision and request that an IDP process begin in the future.
